The Institute for Extended Learning invites
applicants for a District Director for Head Start/ECEAP/Early Head Start. The District Director administers the child
and family services programs operated by the Institute for Extended learning (IEL),
e.g., Head Start (HS), Early Head Start (EHS), Early Childhood Education and
Assistance Programs (ECEAP) for Spokane County, and other childcare services in
the Community Colleges of Spokane (CCS).
The Director will ensure all programs are compliant with Federal and
State laws and regulations, Washington Administrative Code, Board of Trustees
policies, District/IEL policies and procedures, collective bargaining
agreements, and federal/state mandated Policy Councils while maintaining
HS/ECEAP/EHS mission of providing comprehensive family services to all in need
throughout Spokane County. Hiring for this position requires Head
Start’s Regional Office approval prior to making a job offer to a candidate. Beginning annual salary of $75.308.
REQUIRED
COMPETENCIES (Minimum Qualifications):
·
A
Master’s Degree in Human Services, Early Childhood Education, Program
Administration, Public Administration or Management or another closely related
field – OR – An equivalent mix of education and experience that demonstrates
the candidate meets all competency requirements for this position.
·
Three
years of supervisory and/or administrative experience and working with
contracts and outside agencies.
·
Acceptance
of the responsibility to promote the welfare and best interests of students at
all times.
·
A
demonstrable understanding and acceptance of the mission, values, goals and
objectives of CCS.
·
The
ability to perform assigned duties in a manner consistent with applicable laws,
regulations and goals of the institution, community and technical college
system.
·
A
demonstrated understanding and value for the contributions that a diverse
workforce can make to the success of the organization and the students we
serve.
·
Knowledge
of HS/ECEAP/EHS performance standards, policies and procedures and ability to implement
and follow policies and procedures.
·
Knowledge
of early childhood education and family support services.
·
Demonstrated
ability to manage budgets, contracts and write grants.
·
Ability
to collect and analyze data to forecast national, state, and local childcare
trends.
·
Ability
to design, negotiate, and implement short-term and
long-term contracts/agreements.
·
Excellent
oral and written communication skills.
·
Effective
interpersonal skills.
·
Ability
to advise parents and others in the community.
PREFERRED COMPETENCIES (Desirable
Qualifications):
·
Administrative experience in HS/ECEAP/EHS.
·
Ability to work with low-income families.
